Objectives
To encourage the public to take precautionary measures against diseases, enhance their capability in self‑care and home care, Hong Kong government announced to set up district health centres or district health centre express with a brand new operation mode among 18 districts in Policy Address 2019.
The Government of the current term is establishing interim “District Health Centre Express (DHC Express)” in 11 districts including Wan Chai, Eastern District, Yau Tsim Mong, Kwun Tong, Tai Po, Islands District, North District, Sha Tin, Kowloon City, Sai Kung, and Central and Western District. The purpose is to enhance district-based primary healthcare services by providing services in health promotion, health assessment and chronic disease management.
United Christian Medical Service (UCMS) has been granted the legitimacy in operating DHC Express in Kwun Tong from the Health Bureau. Her subsidiary organisation United Christian Nethersole Community Health Service (UCN), will be responsible for the operations for the Kwun Tong DHC Express to provide primary healthcare services for 3-year operation period.
Key Features
Funded by the Government, DHC Express’ roles are to provide free or subsidized primary healthcare services, including health promotion and education, health risk factors assessment and chronic disease management for service users with diabetes, hypertensions, musculoskeletal problems (low-back pain or osteoarthritis) and Kwun Tong's value adding services (fall prevention and mild cognitive impairment), abided by the principles of “District-based”, “Public-Private-Partnership”, and “Medical-Social-Collaboration”.
DHC Express will also establish their pragmatic networks with medical and health professionals such as Medical Practitioners, Healthcare Professionals in Allied Health (Registered Dietitians , Physiotherapists, Occupational Therapists, Optometrists, Speech Therapists, and Podiatrists), and Chinese Medicine Practitioners to deliver a convenient healthcare network in Kwun Tong district.
